Former US Ambassador to the Netherlands

Shefali Razdan Duggal

Sean Duffy is the Co-founder and CEO of Omada Health, a between-visit care provider for prediabetes/obesity, diabetes, hypertension, and musculoskeletal disorders. He has dedicated his professional life to bridging technology, design, and care delivery to transform care experiences for patients. As a former MD/MBA candidate at Harvard, he also holds a BS in neuroscience from Columbia University. He has written extensively about digital health and the future of healthcare in The New England Journal of Medicine, The Wall Street Journal, Forbes, and TechCrunch, among other publications. Prior to Omada, Sean worked at both Google and IDEO.

Shefali Razdan Duggal served as U.S. Ambassador to the Kingdom of the Netherlands
from 2022–2025. She is the first person of color to serve as AMB to NL. Shefali is a
member of the Council on Foreign Relations, Council of American Ambassadors,
Foreign Policy for America and a Board Member of the Netherlands America
Foundation. Shefali is a Creative Artists Agency speaker.
On International Women’s Day 2024, the Dutch named a fuchsia -pink tulip, the “Tulipa
Shefali,” making her the first ambassador to NL to receive this tribute. She was
nominated for the State Department’s Sue M. Cobb Award for Exemplary Diplomatic
Service—the first U.S. Ambassador to the Netherlands to receive this nomination.
From 2014–2020, she served on the National Board of EMILY’s List. She was appointed
by President Obama to the U.S. Holocaust Memorial Museum Council (2014–2018).
She has held leadership roles in numerous national political campaigns.

Scot is co-chair of Reed Smith’s global Life Sciences Health Industry Group. He serves as a trusted advisor, effective advocate, and creative but practical problem solver for clients across the health care industry. With decades of experience counseling health care companies and investors, Scot provides knowledgeable and pragmatic advice in high-stakes government investigations and litigation, fast-paced health care transactions, and the development of cutting-edge business arrangements.

Scot’s client base is broad and includes some of the largest health care companies in the United States. His clients include post-acute providers, large retail pharmacies, manufacturers, managed care organizations, digital health companies, providers of outpatient rehabilitation, optometry and dental services, and investors, including private equity firms.

Scot’s Washington-based practice focuses on health care regulatory and policy matters. He  has considerable experience with False Claims Act defense, internal and government investigations, compliance with the federal anti-kickback statute (AKS) and physician self-referral (Stark) law and corollary state laws. Notably, Scot has negotiated numerous government settlements and corporate integrity agreements, including some of the most significant settlements of the past several decades.

He also advises health care providers, life sciences clients, private equity and other industry investors on regulatory due diligence in various health care transactions, including mergers and acquisitions. Additionally, Scot has a deep interest in health policy and industry trends and clients and others frequently turn to him to consider the evolution of the health care industry, ever-changing laws and regulations, and the potential impact on health care and life sciences companies.
