The U.S. Department of Veterans Affairs (VA) has expanded its Electronic Health Record Modernization program with up to $17 billion in additional funding, potentially increasing the value of its Oracle Health contract to $27 billion. The updated agreement also includes options that could extend the contract by as much as three years, potentially pushing the rollout of the federal EHR system through May 2031.
The Oracle Health EHR is intended to create a unified health record for military personnel and veterans, improving the exchange of patient information between the Department of Defense and VA healthcare systems. The platform is already fully deployed across the Department of Defense and is also used by the U.S. Coast Guard and the National Oceanic and Atmospheric Administration. However, implementation across the VA has progressed considerably more slowly, with the system currently deployed at only 14 of the agency's 164 medical centers.
The modernization program has faced significant challenges since its initial rollout in 2020. Technical problems, workflow issues and reports of patient safety incidents led the VA to pause new deployments for approximately 18 months while improvements were made. Oracle inherited the project after acquiring Cerner for $28.3 billion in 2022, and the contract was subsequently renegotiated in 2023 with a planned rollout completion date of May 2028.
Deployments have since resumed, with several facilities in Michigan and southern Ohio recently transitioning to the Oracle EHR. Additional medical centers in Indiana, Alaska and Cleveland are scheduled to implement the system as the VA accelerates its rollout. The expanded contract provides additional time and funding to complete deployments across the remaining facilities while continuing to address technical and operational challenges.
The additional $17 billion represents a major increase in the federal government's investment in the modernization effort. If all contract options are exercised, Oracle Health could continue supporting the VA's EHR transformation through 2031, underscoring both the scale of the initiative and the complexity of replacing legacy health IT infrastructure across one of the country's largest healthcare systems.
