Atrium Health and NC State Health Plan Reach Agreement to Resolve Provider Network Dispute

Atrium Health and the North Carolina State Health Plan have reached a multi-year agreement resolving a dispute over provider network participation and healthcare pricing. The agreement, announced shortly before the end of open enrollment, aims to preserve access to Atrium's hospitals and clinicians while supporting the financial sustainability of the state-sponsored insurance plan, which covers approximately 750,000 members.

The conflict began after the State Health Plan introduced a Preferred Provider Program designed to lower members' copayments when they received care from designated lower-cost providers. Most Atrium Health facilities were not initially assigned preferred status, prompting the health system to introduce its own Affordability Protection Program, which offered reduced out-of-pocket costs to plan members.

The state challenged Atrium's program, arguing that lowering patient copayments without reducing the underlying reimbursement rates could increase costs for the health plan and taxpayers. Atrium maintained that its initiative was intended to protect affordability and preserve access to trusted healthcare providers. The disagreement escalated into legal proceedings, although a judge initially rejected the state's request to block Atrium's program.

Under the new agreement, Atrium hospitals that were not previously designated as preferred providers will be included in the State Health Plan's Access tier, the middle level of its three-tier network. Both parties say the arrangement will improve healthcare access and affordability for members while helping reduce the plan's overall spending.

As part of the settlement, Atrium Health will discontinue its Affordability Protection Program, and the state will withdraw its outstanding legal complaint. The agreement ends months of negotiations and uncertainty for teachers, state employees, first responders and their families who rely on the plan for healthcare coverage.

The resolution reflects the challenges health plans face when balancing lower healthcare spending with broad provider access. By reaching a negotiated agreement, Atrium Health and the State Health Plan aim to provide greater clarity on coverage and costs while maintaining a more sustainable relationship between the insurer and healthcare provider.
